At least 24 people were rescued from a nine-story structure that collapsed in Angeles City, Pampanga dawn on Sunday, May 24, 2026.

Authorities said the 24 are among the estimated 30 to 40 people that got trapped when the structure collapsed.

Search and rescue operations continue, as of this writing.

The structure was being built along Teodoro Street in Barangay Balibago, Angeles City.

The city has activated a Unified Command System for coordinated efforts.

Later in the day, the Bureau of Fire Protection (BFP) confirmed that a Malaysian national who was trapped in the apartelle next to the collapsed building had died. 

Department of Public Works and Highways (DPWH) Secretary Vince Dizon said earlier rescuers were still able to communicate with the male tourist via cellphone.

Most of the victims are construction workers. 

BFP personnel are clearing the debris manually as search and rescue operations for more than 20 individuals are ongoing. 

The local government of Angeles City, Pampanga wants an investigation into the incident.

“Ayun ang kailangan ma-imbestigahan para malaman natin kung ang paggawa po nila ay substandard ang gawa, or kung may kinalaman yung soil testing. Kailangan lahat ng parameters malaman natin para malaman natin kung paano gumuho,” Mayor Carmelo Lazatin II said.

Construction of the building has the necessary permits.
