The Local Government Unit of Talisay City in Cebu Province has commended three personnel of the City of Talisay Traffic Operations and Development Authority (CT-TODA) for apprehending a snatcher.

Traffic enforcers Edsel Lebria, Daryl Rallos, and Precioso Geraldez, Jr. apprehended the snatcher on July 29, 2025.

City Councilor Ferdie Rabaya, chairman of the Committee on Traffic, pushed a resolution that recognizes the heroic act of the three traffic enforcers.

A man snatched the cellphone of a woman who was on board a tricycle on her way to Barangay Tabunok from Barangay Dumlog.

The snatcher rode a motorcycle toward Uldog Street via Cebu South Coastal Road (CSCR).

Luisito Cañizares who witnessed the incident communicated via radio to alert his colleagues Lebria, Rallos, and Geraldez. The three intercepted the suspect.

In Rabaya’s resolution, the traffic enforcers are recognized for their swift action, courage, and communication skills, and for going the proverbial extra mile in ensuring order and safety on city roads.  

Jonathan Tumulak, head of CT-TODA, said that he admires the response conducted by his men, but reminds them also to always keep in mind their own safety first.
