At least 43 fishing boats, mostly in islet barangays of Lapu-Lapu City, were destroyed when Tropical Depression Verbena crossed the Visayas on November 25, 2025.

A total of 11 fishing boats in Caohagan, 15 in Caw-oy, four in Tingo, three in Caubian, nine in Pangan-an, and one in Calawisan got wrecked.

According to Alex Baring, head of the City Agriculture and Fisheries Office, most of the fishermen went complacent upon learning that Verbena is a tropical depression, unlike Tino which was a typhoon and Uwan which was a super typhoon.

The fishermen did not move their boats to safer grounds compared to the precautionary measures they took prior to the onslaught of Tino and Uwan.

Baring learned further that most of the destroyed fishing boats are not registered with the Maritime Industry Authority (MARINA) 7 and are not covered by an insurance policy.
