Barangay officials in Dagupan City are using public address speakers and round-the-clock CCTV monitoring to remind vendors and shoppers to follow local ordinances and stay alert against theft, as complaints rise in busy commercial areas.

Every morning, Barangay Uno officials broadcast reminders through speakers installed in key locations, including the Magsaysay Fish Market and parts of the downtown area. The announcements focus on proper waste disposal, cleanliness at stalls, and warnings to consumers about possible theft.

Barangay Uno Chairman Herminigildo Rosal said the speakers were placed deliberately in areas where violations and theft complaints are common.

“Lahat nang pinalagyan ko ng speaker ay mga critical areas. Kapag sa downtown kasi, marami nagku-complain nananakawan, kaya doon ang concentrate ko,” Rosal said.

Aside from public announcements, barangay personnel monitor CCTV cameras 24 hours a day. Officials said they immediately use the speakers to call out individuals seen violating barangay ordinances.

Authorities said the approach has proven effective in maintaining order and discipline in crowded areas.

Some vendors and residents said the presence of speakers helps reinforce cleanliness and proper behavior.

“Bale-bale natan ta malinis la nen walay speaker,” Emy Jane Fabia, a vendor, said.

“Nen walay speaker, malinis la, wala lay disiplina,” Marilou Alfero, a resident, added.

Barangay officials said they plan to install more speakers and CCTV cameras in other parts of the area to improve monitoring and ensure quicker response to violations.

The barangay said the measures are part of its ongoing effort to improve public safety, sanitation, and discipline in high-traffic zones of Dagupan City.
