The Dagupan City government has intensified cleaning operations at the Magsaysay Fish Market after receiving complaints about foul odors in the area blamed largely on improper waste disposal and public urination, officials said.
As early as morning on Wednesday, February 4, 2026, personnel of the city’s Waste Management Division (WMD) conducted flushing operations around the market to remove strong odors. The operation involved washing down market floors and corners where smells tend to accumulate.
City officials said they received multiple complaints from vendors and shoppers about the persistent stench in and around the fish market.
“Iba-ibang mga tao kasi ang umiihi dito kung saan-saan lang, mapanghi, mabaho,” Carmelita Razo, a business owner, said.
According to the WMD, flushing is done twice daily, once in the morning and again in the afternoon, to address both odor and sanitation concerns.
Team leader Dino Jimenez said the problem is worsened by both human behavior and improper disposal of fish waste.
“Mabaho kasi mapanghi, andami kasing umiihi dito at saka ’yung mga nabubulok na isda kung saan-saan nila tinatapon talaga,” Jimenez said.
To address the issue, the city has also posted notices around the market reminding the public of an existing ordinance that prohibits public urination. The ordinance carries fines for violators caught urinating in prohibited areas.
City officials said enforcement of sanitation rules will continue alongside regular cleaning operations to improve conditions at one of Dagupan’s busiest commercial hubs.
