The Cebu Provincial Government has honored the bravery of two Liloan town residents who saved numerous lives during the massive flooding on November 4, 2025 at the onslaught of Typhoon Tino.
Governor Pamela Baricuatro presented certificates of recognition personally to Jayboy Magdadaro, who saved more than 50 people, and Joshua Sandal, who rescued at least 15, according to the Cebu Provincial Information Office (PIO) in a post on Monday, November 17, 2025.
"Both are residents of Barangay Jubay and played critical roles in helping neighbors—young and old, pregnant or otherwise—reach safety as floodwaters engulfed their homes," Capitol PIO's post cited.
“Nahadlok ko para sa akong safety, pero maluoy man sab ko sa atong mga silingan nga nangayo’g tabang,” Sandal shared.
In appreciation of their heroism, Baricuatro also gave each one of them financial assistance from her personal funds.
"Fifteen-year-old Magdadaro gained widespread praise for his relentless efforts, rescuing over 50 people from morning until dusk using a small wooden boat that could carry only four passengers at a time. After bringing survivors to higher ground, he would cling to a lifebuoy and let the current pull him back toward those still stranded, then paddle out again to reach others calling for help," the post added.
In one rescue, he carried a child on his shoulder while gripping a lifebuoy, the water rising to his neck as he fought the strong current to bring the child to safety.
A Grade 9 student and the youngest of five siblings, Magdadaro "comes from a family rooted in public service."
His mother, Alma, works as a municipal sweeper, while his father serves the local government on a job-order basis.
Growing up surrounded by community service, Magdadaro learned early the values of empathy, hard work, and putting others before himself.
