The prolonged delay of the Banaoang Pump Irrigation System in San Vicente, Ilocos Sur is taking a toll on local agriculture.

“Magastos pagpatubig [pero] magtatanim pa rin kami ng mais total may kolokol, pero magastos talaga,” Elemenda Rapin, a farmer who relies on the irrigation system, said.

The Banaoang Pump Irrigation System, managed by the National Irrigation Administration, is responsible for servicing several towns in Ilocos Norte.

It was scheduled to begin operations in December 2023 but only started in January 2024, and not all areas are being served.

The delay is caused by repairs and adjustments, as the system's opening was obstructed by sand and debris brought about by recent storms.

The Fisheries and Aquatic Resources Management Council of San Vicente said that irrigation is important, as well, for fish farms in maintaining the balance of freshwater against saltwater mixing in rivers.

"Maganda kung may irigasyon dahil ito ang magpapatamis sa tubig," Rogelio Rualizo, the Chairman of the Fisheries and Aquatic Resources Management Council, said.

The National Irrigation Administration aims to open the third water pump in the third week of February 2024 to increase water supply.
