The National Commission for Culture and the Arts (NCCA) seeks a halt to the Cebu Bus Rapid Transit Project. 

The NCCA wrote a letter to the Department of Transportation (DOTr), dated March 25, 2024, requesting a stop to works done on the CBRT project along Osmeña Boulevard in the vicinity of the Cebu Provincial Capitol Building.

In a letter signed by NCCA chairman Victorino Mapa Manalo, DOTr is asked to submit first an Archeological Impact Assessment before it can proceed with the project.

DOTr is also directed to present a Development Plan of the project to ensure it does not mar the sight line or vista corridor and the buffer zone of the iconic Capitol building declared as a National Historical Landmark.

Further, the letter mentioned that the National Historical Commission of the Philippines has conducted its own review having concurrent jurisdiction over heritage sites.  

Cebu Governor Gwendolyn Garcia earlier issued a cease-and-desist order to implementers of the CBRT project. 

Cebu City Michael Rama filed an administrative complaint at the Office of the President against Garcia on March 20, 2024 seeking her suspension from public office for meddling allegedly in the CBRT project.

Rama alleged that Garcia violated the Code of Conduct and Ethical Standards for Public Officials and Employees when she issued the order on February 27, 2024.
