Tension filled the Provincial Capitol of Davao del Norte on April 11, 2024 when the Department of Interior and Local Government (DILG) served the preventive suspension order issued by Malacañang against Governor Edwin Jubahib.
Supporters of Jubahib padlocked the building to block the service of the order.
Jubahib had asked for support from the public through a video message posted on his Facebook page evening on April 10, 2024.
Because of the blockade at the Capitol, DILG personnel led by Regional Director Abdullah Matalam ended up posting a copy of the order on the wall.
Malacañang suspended Jubahib preventively in line with the grave abuse of authority and oppression complaints filed by Board Member Orly Amit in November 2022.
The preventive suspension will take effect immediately after the receipt of the order.
"After a preliminary evaluation and consideration of the parties' allegations and evidence, this Office finds strong evidence of guilt against Gov. Jubahib. Likewise, given the gravity of the offense charged, there is a great probability that his continuance in office could influence the witnesses or pose a threat to the safety and integrity of the records and other evidence," the order reads.
For his part, Jubahib said he will not leave his post as he claims he was denied of his right to face the complaint.
"Wala ko nila gihatagan sa akong katungod nga ako ning maatubang ang maong issues o complaint. Busa, di ko mohawa sa akong posisyon ug ako ning I fight sa atoang judiciary. I fight nako ang hustisya aning gipababa nga suspension order," Jubahib said.
The governor said the suspension order a form of "harassment" and "power tripping" motivated by politics.
"Kining maong preventive suspension order naa ni dakong halo sa pulitika dinhi sa probinsya sa Davao del Norte. Nasayod ko, ang tanang nagpaluyo ani, ang tanan nga nagmugna ani, gusto nga mulingkod na sa pwesto. Dili makapaabot sa eleksyon ug nagsalig nga naa ang ilang amo nga nag protekta kanila," Jubahib added.

Vice Govenor Oyo Uy was appointed as officer-in-charge (OIC) for 60 days but Jubahib is set to file a petition for a temporary restraining order (TRO) before the Supreme Court.
