The peace rally led by former president Rodrigo Duterte in Dumaguete City was moved to other venues twice on May 7, 2024.

The rally was first scheduled at Pantawan along Rizal Boulevard in Dumaguete City that reportedly got the approval of the local government unit (LGU)

However, the Office of the City Administrator released an official communication to the rally organizer on the cancellation of the rally permit.

The cancellation was based on a notice from the Dumaguete City Police stating that their personnel are not enough to ensure the safety and security of all participants to the rally.

The organizer moved the event to Freedom Park in front of the Negros Oriental Provincial Capitol. But the park was closed by the LGU saying that it is under maintenance and rehabilitation in preparation for the Centennial celebration on May 17, 2024.

Heavy equipment were stationed at the Freedom Park.

Duterte arrived at past 6 p.m. The short program went as scheduled using an open truck for a makeshift stage. Duterte, in his speech, protested at what he felt were attempts to stop the group from pursuing the rally. 

“What is ironic, what is incongruous nito. Nakakatawa, nakakagalit. Nadaanan ko ang Freedom Park yun sana ang gusto namin, nagpunta kami rito naghingi kami ng permit, binigyan kami but nung araw na dumating kami binawi yung permit at sinarhan yung Freedom Park,” Duterte said. 

He suspected Malacañang is behind the attempts to impede allegedly the event.

“Galing ito sa Malacañang kasi sa Bustos, Bulacan ganun rin ang nangyari. Nagplano kami, humingi kami ng permit. Ang p*** i** [expletive] niya, binawi. And today yung Freedom Park and any other parks in the Philippines ang may-ari ang tao, the national government…,” Duterte added. 

After the short program near the Freedom Park, the group moved to Quezon Park in the vicinity of the Dumaguete Cathedral where the rally was carried on.

Duterte reiterated why he is strongly against an extension on the President's term of office. 

Duterte was with his son, Davao City Mayor Sebastian Duterte, Atty. Vic Rodriguez who is PBBM’s former executive secretary; Atty. Harry Roque, Duterte’s former spokesperson;  and Atty. Glen Chong, former congressman of the Province of Biliran.
