Some fishermen in Zambales are now avoiding Panatag Shoal or Bajo De Masinloc, fearing Chinese patrols enforcing territorial claims in the West Philippine Sea.

The Tropical Fish Gatherer Association in Masinloc said they are afraid of potential detention by Chinese authorities if they venture into disputed waters.

"Baka kami ang masampolan na mahuli at madala sa China, kaya tiis-tiis lang kami," Jeffrey Elad, President of the Tropical Fish Gatherer Association, said.

They used to venture out weekly to gather fish but now hesitate due to increased Chinese presence. They appeal to the Philippine Coast Guard for help.

"Kasi kung 'di natin babalikan ang Bajo De Masinloc baka lalo nang mawawala saming mangingisda ang bahura na yun," Elad said.

The Philippine Coast Guard has now bolstered patrols in the West Philippine Sea, with ongoing Philippine Air Force surveillance.

Despite risks, some fishermen still venture out, avoiding Scarborough Shoal due to rough seas and presence of Chinese vessels.

They go in groups for safety.

"Minimum ng lima hanggang sampu... magkakatabi [at] magkakasama," Joey Marabe, Provincial Director of PAMALAKAYA-Zambales, said.

Retired Supreme Court Associate Justice Antonio Carpio has advised Filipino fishermen not to fear because China has no right to restrict them.

"Continue with your right, kasi that's the only way you can assert your right. Pag natakot ka, talo ka. Tapos pag hinuli, akyat tayo sa tribunal. Matatalo – sigurado talo sila, wala na sila panalo," he said.

Bajo De Masinloc, lies within the Philippines' Exclusive Economic Zone (EEZ).
