Davao City Mayor Sebastian Duterte slammed the three-minute response rule to crimes implemented by Police Regional Office-Davao (PRO-11) Director, Brigadier General Nicolas Torre III.
Duterte said the strategy has not changed anything in Davao City.
“Botbot niya… unsa isa ka bulan siya diri, sige daw, unsay nahimo sa iyang three-minute response? Did anything change? Naa nay nausab? And what? Does he want us to expect nga pag-abot sa... after a few months after sa iyang giingon nga 3-miniute response, mahuman na ng problemaha na? Then show us hawd man kaha ka?” Duterte said.
The Davao City Police Office (DCPO) started implementing the three-minute response rule to crimes in the downtown area only. Once the Central 911 receives a call for help, police officers must respond within three minutes.
Torre said he has done this when he was chief of the Quezon City Police District with a ratio of one policeman for every 2,000 residents. This will reportedly be feasible in Davao City with a ratio of one policeman for every 700 residents.
Torre said Duterte should have asked the city’s Public Safety and Security Office (PSSO) first as the three-minute response rule is a joint project.
During his program “Basta Dabawenyo,” Duterte also expressed his anger against Torre for allegedly saying ‘residents of Davao City no longer engage in fistfights because they kill each other.’
“’Delikado sa Davao di na nagsusuntukan nagpapatayan ang mga tao'. Naa ba siyay thesis or has he studied for it wala man pud, nagpa bright-bright ang b*ang unya moingon siya nga ingon ani ni mao ning Davao mao ni akong nakit-an nabasahan, ambi daw bi unsa imong gigamit nga basis, show us,” Duterte said.
Torre said his basis was the report of DCPO where 22 people were reportedly killed from January to June 2024.
Out of his anger, Duterte threatened to slap Torre’s face.
“Lami-a sagpaon ning tawhana ni uy kung makit-an ko ni sagpaon ko ni pag mopalag ni saako sagpaon ko gyud ni p*t*ng n ni. Usa na sa akong mga ambisyon sa akong kinabuhi makasagpa og general nga t*r*nt*d*,” Duterte said.
Torre said he will let it slide and will not engage the mayor in a ‘word war.’
