The National Bureau of Investigation Central Visayas Regional Office (NBI CEVRO) filed a murder case at the Office of the Ombudsman against two policemen in Toledo City, Cebu Province for the death of a vagrant person. 

The murder case was filed on February 5, 2025.

According to Atty. Renan Augustus Oliva, NBI CEVRO director, that the family of the victim sought their assistance on September 2024 weeks after the incident.

The incident was first reported at the Toledo City Police Station that mentioned of an unconscious, bloodied person found on August 26, 2024 who died due to alleged fatal fall.

He was said to be found by policemen on patrol.

However, the family is not convinced that the 59-year-old victim, Eliseo Rosento, succumbed to a fatal fall.

The family decided to seek assistance from NBI CEVRO.

Based on NBI investigation, results of the autopsy rendered that the victim was beaten to death. Oliva said that the victim died of intercranial hemorrhage and traumatic brain injury consistent to the beatings, on two occasions, done by the policemen. First was in a cemetery, while the second was in the vicinity of a gasoline station. 

Accounts of witnesses reportedly pointed to the policemen as the culprit in the death of the vagrant person.

Oliva said that when sought for their side to the incident,  the two policemen denied vehemently the accusation against them.

GMA Regional TV Balitang Bisdak tried to get a statement from Police Colonel Jovito Atanacio, director of the Cebu Police Provincial Office. But he declined, stating he has to seek first a clarification from the Toledo City Police Station on the incident.

However, Atanacio underscored that should the two policemen be found culpable, he will not condone their wrongdoing.
