Authorities discovered sacks of old imported rice stacked to the roof inside a warehouse in Bocaue, Bulacan, the National Bureau of Investigation (NBI) said.
NBI Director Jaime Santiago said the rice, reportedly purchased from different countries at a cheap price, had been sitting in the warehouse for years.
Investigators found that the old grains were mixed, scented with pandan, and repacked to appear fresh before being sold at higher prices.
A warehouse supervisor denied the allegations.
The NBI is coordinating with the Bocaue local government to identify the warehouse owner.
If proven that old rice was mixed with new stocks, those involved could face multiple charges.
