Two 16-year-old twin siblings died in a hit-and-run accident in Dupax del Norte, Nueva Vizcaya, police reported.
Authorities said the twins were riding a motorcycle without helmets when they collided with a van on a curved road.
The van driver fled the scene, leaving the victims behind.
Passing motorists rushed to help, but the twins were declared dead on arrival at the hospital.
The van driver later surrendered and is now facing charges.
He has not issued a statement.
