A couple in the Municipality of Minglanilla, Cebu Province raised security concerns at the Office of the Mayor and at the police station following a group of foreign nationals who were seen on March 4, 2025 wearing black and marching in single file inside a subdivision.
The couple raised personally their concern at the office of Mayor Rajiv Enad on how anxious they have been about their security and safety being homeowners of the said subdivision because of the presence of over 60 foreigners who participated in the march.
They said that most of these foreigners are observed to have been driving their vehicles speedily while in the premises of the subdivision, while there were those they fear to have allegedly possessed bladed weapons.
The couple filed a blotter report at the Minglanilla Municipal Police Station morning on Tuesday, March 11, 2025.
Enad met with officials of the Bureau of Immigration (BI) morning on March 10, 2025.
In a post on his social media page, Enad said that the BI has already facilitated a background check on the said foreigners.
Enad added that the bureau has also submitted a report to the central office on their recommendation.
In the said post, the mayor mentioned of the statement of Atty. Brandon Enad, BI Terminal head at Mactan Cebu International Airport that while Cebuanos are known to offer a warm reception to foreign tourists, the latter must abide by the laws of the country and ensure that they do not brush with these laws.
The mayor also met with the officials of the Minglanilla Police Station and the developer of the subdivision.
Enad admitted that the viral video of the foreigners clad in dark clothing and marching out of the subdivision reportedly for a religious activity has alarmed the public.
The group of foreigners notified reportedly the management of the subdivision that on March 4, 2025 they reenacted what is deemed as a popular theme – medieval fantasy, a subgenre of fantasy – in their event.
A person said to be the group's leader told the authorities that they are a religious congregation called “Abayonaym (Those in Need of the Father).”
Further, it was learned that the police have conducted a profiling of the foreign nationals earlier reported to be a mix of Americans, Britons, and Jamaicans.
Aside from getting assurance from the subdivision developer to exert remedy in order to avoid a similar stunt that would stir homeowners and other residents, the mayor said that the Municipal Government of Minglanilla will be more pro-active in dealing with the situation by implementing police visibility in the area with the assistance of Police Regional Office 7 led by Police Brigadier General Redrico Maranan.
