Authorities arrested a 59-year-old farmer in Bacarra, Ilocos Norte, after catching him using an electro-fishing device in a river.
Police seized a 12-volt battery-powered electro-fishing device, two fishing rods, and a basket containing one kilo of fish.
Investigators found that the suspect had been caught previously for the same offense.
He now faces charges for violating the Philippine Fisheries Code and remains in police custody.
He has yet to release a statement.
