Automated counting machines (ACMs) for the May 12, 2025 midterm elections in Cebu Province arrived on Friday, April 25, 2025.
Tight security was implemented in the transport of the ACMs to a warehouse with the assistance of various police units and the fire bureau.
The ACMs arrived at about 9 a.m. at a logistics hub in Mandaue City, the second shipment for Cebu.
The container van that carried the ACMs was opened in front of a lawyer and representative of the Commission on Elections (COMELEC).
The machines were removed from the container van manually. Each machine bears a mark indicating the town and the barangay the ACM is for.
“Transparent lang gyud ta, nakita ninyo ganina, naay 3 (three) ka seal puro single use, meaning kung giputol na to, nagamit na, ilisan gyud to og lain,” Atty. John Raymund Ceniza, COMELEC Regional Office election assistant, said.
The logistics company is set to deliver the ACMs to the respective cities and municipalities.
“Pag i-deliver na gikan sa hub, regional hub, provincial hub delivered ngadto sa office of the election officer, naa pod silay kaugalingon didto nga temporary hub, to be secured by the election officers and members of the municipal or city joint security control center."
However, official ballots for the elections have not yet been delivered, as of this writing.
Meanwhile, according to the COMELEC regional director, the agency has a budget for the transportation and delivery of the equipment leading to election day.
“Kami ang mag-hire sa sakyanan para kargahan sa mga maestra ug ang mga equipment namo. As much as possible we do away with LGUs [local government units] to avoid any color of doubts and suspicions from the public but we can also tap other government agencies nga amo gi-deputize, like for example DPWH, Philippine Coast Guard [among others],” Atty. Francisco Pobe, COMELEC 7 director, said.
Meanwhile, during the delivery, a few ballot boxes were found to have sustained cracks.
According to the COMELEC, the damaged items can be replaced immediately as there are extra ballot boxes available.
