The proclamation of Cebu Province governor-elect Pamela Baricuatro pushed through afternoon on Tuesday, May 13, 2025 at the Capitol Social Hall.
Despite an urgent motion filed by incumbent Governor Gwendolyn Garcia to suspend Baricuatro's proclamation, the Commission on Elections (COMELEC) Cebu Provincial Office did not accept the petition in the absence of a Temporary Restraining Order (TRO).
The petition dubbed “Very Urgent Motion to Suspend Proclamation” cited that a petition for disqualification was filed against respondent, Baricuatro, and the same has yet to be resolved by the COMELEC.
“Under Section 72 of the Omnibus Election Code, cases of disqualification should be prioritized, and the final decision of the COMELEC should be rendered not later than seven (7) days before the election in which the disqualification is sought,” the petition dated May 13, 2025 reads.
However, Atty. Marchel Sarno, COMELEC-Cebu provincial supervisor, said they have not yet received an order from COMELEC Central Office on the petition, thus the proclamation was pursued.
Baricuatro, the challenger, garnered over a million votes that sealed an unprecedented mandate against reelectionist Garcia, on her supposed sixth term as governor, who got over 700,000 votes.
