Outgoing Cebu Governor Gwendolyn Garcia has denounced a new attempt to place her under preventive suspension. 

Accompanied by her legal team, Garcia held a press conference at the Cebu Provincial Capitol on May 21, 2025, to “address a renewed attempt to suspend her from office,” according to a report of Sugbo News, Capitol’s official news portal. 

The new complaint was filed by a certain “Michelle R. Osmeña” concerning the Bus Rapid Transit (BRT) project along Osmeña Boulevard, which passes in front of the Capitol building.

“Garcia revealed that this latest case mirrors a previous complaint filed by former Cebu City Mayor Michael Rama. In March 2024, Rama accused Garcia of overstepping her authority by issuing a cease-and-desist order to halt construction on province-owned lots related to the BRT project,” the report reads. 

“The Office of the President dismissed Rama’s complaint in October 2024, citing a lack of sufficient evidence to support the allegations of abuse of authority and misconduct.”

Garcia disclosed that her legal team has “uncovered questionable and potentially fraudulent documents associated with the new complainant, Michelle R. Osmeña.”

The report cited that the “BRT project, a key infrastructure initiative aimed at improving public transportation in Cebu City, has been a subject of controversy due to concerns over its impact on heritage sites.”

Garcia's actions in halting construction were based on recommendations by Dr. Jose Eleazar Bersales, a member of the National Commission for Culture and the Arts National Advisory Board, that cited “potential violations of heritage laws,” the report further said.
