Outgoing Cebu City Mayor Raymond Alvin Garcia and incoming Mayor Nestor Archival along with their governance transition teams met on Monday, May 26, 2025.

The meeting is deemed the first time to happen in Cebu City wherein camps of an outgoing and incoming local chief executives converged to discuss governance transition. 

Along with city department heads, Garcia and his transition team welcomed Archival and his team in the presence of Dr. Neila Aquino, Department of the Interior and Local Government (DILG) Cebu City Field Office director.

Aquino led the discussion to guide the respective camps on the smooth turnover of duties and responsibilities by the Garcia administration to the Archival administration set in the last week of June 2025.

Further, Garcia opened the Office of the City Mayor and welcomed Archival as its new occupant.

Garcia did not use the office since he assumed the mayor's post after the dismissal of former mayor Michael Rama.

Rama’s belongings were already collected from the office, he said, which allows the new mayor to use the workstation.

Garcia vowed to extend strong support to Archival’s administration.

Garcia did not just shake the hand of his former opponent but also hugged Archival.
