Parts of Dagupan City, particularly along Burgos Street and AB Fernandez Avenue in Barangay Poblacion Oeste, experienced flooding caused by high tide at around 7 a.m. on May 27, 2025.
There was no rainfall, but the water level rose quickly, leaving residents and commuters to deal with the inconvenience.
Some had to walk through the flood, while others used makeshift stepping platforms to avoid the dirty water. Others covered their feet to avoid getting sick from the flood.
“Mabaho yung tubig. Kawawa mga bata. [Nalalanghap] 'yung amoy,” David Sison, a tricycle driver, said.
“Magtatakip ng ilong. Iba ang epekto sa katawan,” Teresa Alvarez, who happened to pass by the flooded area, said.
Even a funeral procession was forced to change course, with mourners walking along the sides of the road to avoid the flood.
According to Melykhen Bauzon, head of the Public Alert Response and Monitoring Center of the City Disaster Risk Reduction and Management Office (CDRRMO), this is part of the ongoing high tide season, which could last until September.
“Pag malapit ang buwan, malakas 'yung pull of gravity. Tataas ang tubig sa ilog at dagat,” she said.
Flooding affected areas near the river, including Island Barangays, Barangay Uno, Barangay 2 & 3, Barangay IV, and Poblacion Oeste.
Bauzon added that unless roads are elevated, such areas will continue to flood — even without rain.
“Kung hindi na-elevate ang roads, siguradong baha kahit walang ulan due to high tide,” she said.
