For decades, residents of PNR Site in Barangay Mayombo, Dagupan City have endured flooding every time it rains or during high tide. In response, a P15-million road and drainage improvement project began.

On June 2, 2025, rain once again flooded the area, forcing residents to cross with difficulty — some even stepping on chairs just to avoid the deep water.

“Hightide problema namin. Ulan, problema. Wala kaming pahinga, laging baha,” Jasmin Bautista, a resident, said.

The following morning, construction workers were seen rushing the installation of a new drainage system. The Dagupan City government allotted almost P15 million from its 20 percent development fund to raise the road and improve drainage.

“Laking tuwa namin nung gagawin na,” Bautista added.

The project also covers the road extending toward Barangay Tambac, and teams are working on both sides to speed up completion.

“Bale nandoon po ‘yung mga ibang nagtatrabaho sa other side saka dito po. Para mas mabilis po. Saka magkuconnect na rin po ito,” City Engineer Josephine Corpuz said.

Public utility jeepneys passing through the area, such as those bound for Manaoag, have also been affected.

Drivers say their earnings have dropped due to the flooding and weather conditions.

“Mas maganda kung early matapos para hindi rin kami hirap. Short income na kami ngayon, tas ‘yang weather condition pa,” Ricky Perez, a jeepney driver, said.
