A barangay councilman in Mandaue City was mauled allegedly by another councilman and workers of the City Hall.

The incident along S.B. Cabahug Street midnight on June 3, 2025 was caught on video.

Two men were seen having a conversation, but a man arrived on board a motorcycle. The video showed that one man was ganged up and fell to the ground.

The mauling continued until other men arrived in the area.

The man who was ganged up in the video is identified to be Ibabao Estancia Barangay Councilman Noel Quimque who sustained wounds on his face, eyebrow, and lower lip, and abrasions on the right side of his body.

He accused that the culprits are a councilman from another barangay and two City Hall employees.

He said that two of the perpetrators are relatives of a former city official.

Quimque cited that politics is behind the mauling. He admitted that he had posted or expressed on social media platforms about politics that got purportedly the ire of the culprits.

He said he is sad that the online exchanges led to physical assault.

“Panagbangi diha sa social media, dapat sa social media ra kutob apan usahay mada ta sa atong emosyon, usahay ma-below the belt ang tira or above the board. Pwede man ta mo-file og kaso, libel ana, dili sa ingon nga pasakitan ang kontra. Di ta mogamit og kusog,” Quimque said.

Quimque narrated that the culprits challenged him to get out of his house.

“Gawas lang diri bayot ka kung di ka mogawas, tan-aw nako humana man ang eleksyon, kung istorya iya gusto in my clear conscience, abi nako makig-reconcile siya. Sus mao man diay to ako dangatan. Di man na pwede atong gamiton atong kusog para atong ikuan sa mga tawo nga kita hari-hari,” Quimque added.

He said he is determined to file a case against the suspects.

He has already reported the incident to the police, and sought a medical certification on the injuries he sustained.

GMA Regional TV Balitang Bisdak tried to seek a statement from the accused.

However, the news team is yet to receive a reply to the communication sent to the two suspects.

The Mandaue City Information Office has refused to issue a statement on the incident, citing that it is more of a personal issue.
