The Iloilo Provincial Police Office (IPPO) has directed police stations in the province to strengthen the implementation of traffic laws after two minors were caught driving motorcycles as if in a race.
IPPO is alarmed of the rising number of road accidents involving minors. Based on PNP data, up to 25 minors figured in accidents from January to June 2025.
In the case of the two minors, they drove the motorcycles at high speed on the highway in Barangay Aglosong, Concepcion morning on June 10, 2025. This was captured by a phone camera.
According to the police, the minors did not use safety gears - not even a helmet - and do not have a permit to drive.
Because the highway has four lanes, other vehicles were also using it at the time the minors drove the motorcycles.
The minors were taken in and their parents were summoned to the police station. The motorcycles were impounded.
“I-intensify rin ang ating monitoring sa mga nag-o-organize ng mga drag race o karera. Second, since kadalasan ito’y kina-conduct sa mga medyo malayong bayan, meaning, sa mga bukid (rural area) nila kina-conduct, so ang coordination talaga sa barangay,” said Maj. Rolando Araño, spokesperson of IPPO.
According to the chief of the Concepcion Municipal Police Station, the video showed that the minors were driving recklessly.
“Marami itong kurbada na mga area, although four lanes ito, at nakita namin mismo sa video na parang reckless ang kanilang pagmaneho ng kanilang mga motorsiklo,” said Maj. Samuel Vipinosa, chief of the Concepcion Municipal Police Station.
Vipinosa said that before the minors were turned over back to their parents, they were informed of the consequences of driving without a license.
“At the same time, ipinaliwanag natin sa kanila kung ano ang possible liabilities sa kanilang pagmaneho ng motorsiklo na walang lisensya,” Vipinosa said.
