Parts of Dagupan City, including Burgos Street in Barangay Poblacion Oeste, were flooded morning on June 24, 2025 as a 1.3-meter high tide slowed traffic and inconvenienced many residents.

Vehicles moved slowly along flooded streets, with drivers and pedestrians trying to avoid deeper areas. Some residents found the flooding troublesome, especially those in shoes.

“Nakakaperwisyo eh. Lalo na mga nakasapatos. Tatanggalin ang sapatos,” Pepe Macasieb, a resident, said.

Others, like Frankie Taluban, chose to wade through the flood without boots after a trip to the market.

“Naaasiwa ako ‘pag nakabota. Pagdating ko [sa bahay], maghuhugas naman ako at magsasabon,” he said.

Aside from the high tide, frequent afternoon rains have also caused water levels in the Pantal River to rise. Despite this, boat travel in the area continued as usual.

The Dagupan City Disaster Risk Reduction and Management Office (CDRRMO) is monitoring 10 other barangays currently affected by flooding.

The situation could worsen between July 3 and 5, 2025 when high tides are expected twice daily, both in the morning and afternoon.

“Talagang hindi bababa ang tubig kasi magsasalubong po ‘yan,” Melykhen Bauzon, head of CDRRMO-PARMC, said.

City officials said the flooding may continue through September or October. However, they credit recent road elevation projects with helping reduce the depth of flooding.

“Siguro kung wala ‘yung road elevation, malalim na po ang baha sa mga access road,” Bauzon said.
