On her first official day as mayor of Naga City in Camarines Sur, former Vice President Leni Robredo signed Executive Order No. 1, setting a zero-tolerance policy against corruption in the local government.

Robredo assumed office formally on Monday, June 30, 2025, and introduced immediately the executive order that outlines a strict stance against corrupt practices.

Under Executive Order No. 1, the city government prohibits any form of bribery, inflated pricing in government projects, kickbacks, and the acceptance of gifts in exchange for favors. It also disallows irregularities in government transactions such as falsification of daily time records, unauthorized overtime claims, and exemptions in biometrics without valid justification.

"Mayong lugar sa lokal na gobyerno an mga inflated na presyo kan mga proyekto asin supplies, mayong SOP, mayong kickback, mayong lagay, o ano man na klase nin regalo para may paboran an gobyerno," Robredo said in a speech.

Use of government resources, including vehicles and fuel, for personal purposes is also banned under the policy. Likewise, doing business or practicing a profession that poses a conflict of interest with one’s role in government is not allowed.

The executive order further enforces compliance with proper procurement procedures, discourages substandard infrastructure projects, and bars appointments or promotions based on political influence, favoritism, or patronage.

Aside from EO No. 1, Robredo also announced several other governance initiatives:

  • Executive Order No. 2 introduces a mass regularization program for casual employees, prioritizing those who have served the city for 10 years or more.
  • The city government will remove confidential funds from its budget and adopt right-sizing measures to maximize limited resources and prioritize performance-based rewards.
  • Plans to institutionalize a merit-based human resource system are also underway to prevent political interference in hiring and promotion.

Robredo said these reforms mark the beginning of efforts to restore professionalism, fairness, and public trust in local governance.

"Ngunyan, an pangapudan sato, iyo na ipahiling na kaya tang maabot an satong mas mahalangkaw na pinangitorogan, para sa mas pusog, mas progresibo, asin mas maogmang ciudad," she said.
