Rain continued to pour across parts of Northern Luzon which resulted to flooding.

In Barangay Irisan, Baguio City floodwaters swamped roads, causing difficulties for motorists. Authorities said they are working on ways to prevent water from pooling in the area, which has long been prone to flooding during heavy rains.

In Laoag City, Ilocos Norte, rain caused a slight rise in the water level of Padsan River. Despite the weather, farmers used the opportunity to plant rice.

Meanwhile, in Ilocos Sur, several sitios in Candon City experienced flooding, prompting the City Disaster Risk Reduction and Management Office (CDRRMO) to closely monitor rivers and assess the needs of affected families.

Hermosa, Bataan also experienced non-stop rain yesterday, July 3, 2025. The area is known for flooding, and markers have been placed around town to help residents track rising waters.

Some local government units have already suspended classes due to the bad weather.

Due to the effects of Tropical Depression (TD) #BisingPH, Cagayan Province is now under blue alert status, meaning all rescue units are on standby and response clusters are activated.

According to PAGASA, TD #BisingPH has exited the Philippine Area of Responsibility (PAR) as of 2 p.m., on Friday, July 4, 2025.

In Batanes, police have been ordered to monitor their areas for possible effects of the storm and conduct patrols.

They are also keeping an eye on water levels along the coast to provide early warnings to residents who may need to evacuate.
