Parts of downtown Dagupan City were flooded morning on Thursday, July 10, 2025, as high tide waters rose in areas including A.B. Fernandez Avenue, Burgos Street, and Rizal Street.

According to the Dagupan City Government, the water reached up to four feet, or more than one meter, due to the combined effects of high tide and the ongoing southwest monsoon or habagat.

Authorities are advising residents to regularly monitor tide updates to know when and where the highest water levels are expected.

Alongside flood alerts, the city also ramped up its disaster preparedness efforts by distributing protective equipment to barangays. These include life jackets, reflectorized vests, raincoats, and traffic baton lights. Rescue vehicles were also provided earlier.

“We have to equip them. Dapat may mga ganyan silang equipment para nakahanda sila,” Mayor Belen Fernandez said.

Barangay officials welcomed the move, saying it will help them respond faster without spending extra from their limited budgets.

“Mahalaga ito kasi hindi na kami gagastos pa sa pagbili ng ganito,” Herminigildo Rosal, chairman of Barangay 1, said.

Meanwhile, the City Disaster Risk Reduction and Management Office (CDRRMO) has started training families in Dagupan on what to do during disasters like typhoons.

“Mas maganda na maturuan sila kasi sila ang unang nakakaalam sa sitwasyon nila,” Dagupan DRRM Officer Ronald de Guzman said.
