Four local government units (LGUs) in Metro Cebu suspended in-person classes on Thursday, July 17, 2025 due to inclement weather brought about by the southwest monsoon (Habagat) that dumped intense rains and inundated areas on July 16, 2025.
After deliberating with Department of Education (DepEd) Superintendent, Dr. Arden Monisit, face-to-face classes in all levels in Talisay City were suspended on Thursday, July 17, 2025, according to Mayor Gerald Anthony Gullas.
In his official social media account, Samsam Gullas, apologized for the late announcement because of the time spent on the deliberation.
“Sorry late pag-announce because we had to deliberate with our disaster team. Actually present PAGASA reports indicate classes can still go on, pero manigurado lang ta kids kay yesterday wala’y rainfall warning sa buntag, human dIha na ni-issue [og] heavy rainfall warning pagbundak sa uwan,” Gullas said.
As for private schools and the Talisay City College, the discretion to cancel classes has been entrusted to their respective school heads, Gullas added.
All levels for public schools in Lapu-Lapu City were suspended "in light of the enhanced southwest monsoon (Habagat) intensified by Tropical Depression Crising and the issuance of the Orange Rainfall warning from state weather bureau PAGASA," Mayor Cindi King-Chan said in an announcement on her official social media page.
"For private schools, the suspension of classes shall be left to the sound discretion of the school management. Please check the announcements from your respective schools," Chan added.
Further, as recommended by appropriate offices due to the unfavorable weather forecast from PAGASA, all levels both public and private schools in Mandaue City were suspended on July 17, 2025.
Moreover, due to expected continuous rainfall that may lead to flooding, and in consideration of everyone’s safety, all schools at all levels in Cebu City were advised to adopt asynchronous and/or modular delivery of classes, according to a public announcement made by Mayor Nestor Archival on July 17, 2025.
Through Archival's official social media page, and the Cebu City Public Information Office, the announcement directed schools to "implement early dismissal of students and personnel, if face-to-face classes have already started."
"We urge everyone to stay safe, avoid flooded areas, and stay tuned to official announcements for further updates. Let’s continue to prioritize safety while ensuring learning continues," Archival said.
The announcement is in effect until further notice, the advisory added.
