A Vietnamese national was arrested in an entrapment operation, along with 11 staff members of a beauty clinic in Barangay Cogon Central Ramos, Cebu City.
The entrapment was conducted on July 19, 2025, for alleged violations to Republic Act 9711 (Food and Drug Administration Act of 2009) and Republic Act 2382 (Medical Act of 1959).
Operatives from the Regional Special Operations Unit (RSPU) 7, headed by Police Lieutenant Colonel Wilfredo Taran Jr., along with personnel from the Regional Intelligence Division (RID) 7 and City Mobile Force Company of the Cebu City Police Office launched an “entrapment operation in response to a verified complaint received from a concerned civilian.”
Based on the allegation, the clinic carries out unlicensed beauty enhancement procedures.
According to the complainant, the beauty clinic failed to disclose the brand of products being used.
In response to the complaint, a police asset pretended to avail of lip filler treatment. The asset was attended to by a staff member who has not presented proof of being either a licensed physician or a licensed nurse.
Seized from the operation were two pieces of syringe with lip filler substance, vials, ampules, tablets, capsules, and machines.
Further, the beauty clinic failed to present an FDA accreditation required when offering medical cosmetic services.
The suspects were taken into the custody of RSPU 7 for booking and documentation.
Appropriate charges were already filed against them, according to the authorities.
Violation to Republic Act 9711 brings prison term of one year to 10 years, and fines from P50,000 to P500,000 once proven guilty.
Persons convicted for violating Republic Act 2382 because of unauthorized medical practice face imprisonment of not less than one year but not more than five years.
Police Regional Office (PRO) 7 Director Brigadier General Redrico Maranan commended the joint operatives for their swift and coordinated action.
“This operation demonstrates our unwavering commitment to respond to public complaints and verified information. We will continue to go after unlicensed and illegal activities that put public health at risk. We encourage the community to remain vigilant and work hand in hand with us in safeguarding the welfare of every citizen,” Maranan said.
