Dagupan City is seeking to declare a state of calamity as persistent heavy rains and rising tides have flooded several areas, leaving residents struggling to cope with the water's impact.

Mayor Belen Fernandez asked the City Council to hold a special session on Wednesday, July 23, 2025, to declare the state of calamity officially. This will allow the city to access emergency funds and resources for faster delivery of aid.

City Disaster Risk Reduction and Management Officer Ronald de Guzman said almost all barangays are affected.

“Bale halos lahat ng barangay binabaha, kaya mino-monitor natin ito. Pero ang pinaka-tinututukan natin ay mga barangays na malapit sa Pantal-Sinucalan river natin,” de Guzman said.

The floods were caused by continuous rain intensified by the southwest monsoon and the recent typhoon, coupled with high tide and runoff from upland areas.

In Barangay Pantal, floodwater entered homes for the first time, according to Sheryl Ramos, a resident.

“For the first time po. Ngayon lang po ako napasukan ng ganito. Sobrang lalim ng tubig ngayon,” she said.

“‘Di ko nga alam kung paano ko iri-rescue ‘yung mga anak ko dahil napasukan na ‘yung kuwarto nila,” she added.

Despite the situation, Ramos continues to sell pineapples in front of her house and is ready to evacuate if needed.

Floodwaters also inundated narrow streets and nearly covered parked vehicles. Some residents worked to unclog drains to help reduce water levels.

The Pantal River’s water level continues to rise and is nearing the Quintos Bridge along A.B. Fernandez Avenue.

Boat operators like Al Dela Cruz continue to transport passengers despite strong currents.

“‘Oo, kasi kailangan ng pamilya yan eh; pagkain. Kung hindi ka magtitiis, wala kang makakain,” he said.

As of 1:10 p.m. on July 22, several roads were impassable to light vehicles, according to an advisory was issued by the Dagupan City Government Information Office. The roads include:

  • Mayombo-Caranglaan Road
  • A.B. Fernandez Avenue to Burgos Street/Burgos Extension
  • Zamora Extension
  • Calmay-Carael Road
