Roads have turned into rivers and homes have been flooded in Macabebe, Pampanga, leaving residents of Barangay Saplad David tired, exposed, and at risk as heavy rains worsen the situation.

“Sobrang hirap po. Yung mga ano namin, puro alipunga na,” KC Catherine Pineda, a resident, said.

“Lilipat kami kay Nanay. Lubog po, wala na kaming matulugan,” she added.

The floodwaters in Barangay Saplad David have not subsided fully since January 9, 2025.

With every storm or typhoon, water levels rise again, according to Barangay Chairman Rogelio Usi.

“Yung tubig sa daan namin, isang taon na 'yan e. Pag umulan na ganyan, pag may bagyo, lumalaki. Sa amin napupunta 'yung tubig,” he said.

So far, at least eight families have been evacuated, but many others have chosen to stay behind, accustomed to flooding and left with few alternatives.

Nearby in Barangay Tacasan, residents now use boats to move around, and homes have been submerged partially.

“Sanay na po kami. Ganyan na lang, tinataas mga gamit. Pag humupa, lilinisin na lang,” Merly, a resident, said.

Others, like Eddie Fabian, focused on salvaging their source of income.

“Eh 'pag hindi kasi ‘yan nalambat, makakawala ‘yan eh…” he said, referring to his fish catch.

Some of the fish he caught were brought home for food.

Macabebe Municipal Disaster Risk Reduction and Management Officer Jomel Cruz said they know the area is vulnerable.

“Dito po talaga ay coastal dito at low-lying area po talaga kami,” he said.

As of July 22, 2025, 71 people have opted to evacuate. Local officials assure that they are prepared to assist more residents should the situation worsen.

In the neighboring town of Milalin, the flooding has also reached Barangay Sta. Maria, where roads and even the elementary school are inundated.

In Barangay San Isidro, floodwaters have reached knee-deep inside some homes.
