Two weather systems inside the Philippine Area of Responsibility (PAR) are expected to bring heavy rains over several parts of Luzon, according to the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA).

As of Wednesday morning, July 23, 2025, the low-pressure area (LPA 07g) has developed into Tropical Storm (TS) #DantePH, while another weather system (LPA 07h) has strengthened into Tropical Depression (TD) #EmongPH.

A third system (LPA 07i) remains outside PAR but may also develop into a tropical depression within 24 hours.

TD #EmongPH is forecast to bring heavy rains over Northern Luzon starting today until Saturday, July 26. PAGASA warns of the following rainfall totals due to #EmongPH:

  • July 23–24:

    • 50–100 mm: Cagayan, Ilocos Norte, Ilocos Sur, Abra, Kalinga, Apayao

  • July 24–25:

    • 50–100 mm: Pangasinan, La Union

    • 100–200 mm: Ilocos Norte, Ilocos Sur, Abra, Benguet

    • >200 mm: Pangasinan, La Union

  • July 25–26:

    • 50–100 mm: La Union, Kalinga, Mountain Province, Ifugao, Benguet

    • 100–200 mm: Ilocos Norte, Ilocos Sur, Abra, Benguet

Meanwhile, the Southwest Monsoon (Habagat), enhanced by these systems, will also bring rain to many parts of Luzon and parts of the Visayas:

  • July 23–24:

    • 50–100 mm: Nueva Vizcaya, Ifugao, Mountain Province, Nueva Ecija, Quezon, Oriental Mindoro, Palawan, Marinduque, Romblon, Masbate, Sorsogon, Albay, Camarines Sur, Catanduanes, Antique, Iloilo

    • 100–200 mm: Pangasinan, La Union, Benguet, Tarlac, Pampanga, Bulacan, Metro Manila, Cavite, Batangas, Laguna, Rizal

    • >200 mm: Zambales, Bataan, Occidental Mindoro

  • July 24–25:

    • 50–100 mm: Nueva Vizcaya, Nueva Ecija, Metro Manila, Laguna, Rizal, Quezon, Oriental Mindoro, Palawan, Marinduque, Romblon

    • 100–200 mm: Bataan, Tarlac, Pampanga, Bulacan, Cavite, Batangas, Occidental Mindoro

    • >200 mm: Zambales

  • July 25–26:

    • 50–100 mm: Bataan, Occidental Mindoro, Palawan

    • 100–200 mm: Zambales

PAGASA advised that rainfall may be higher in elevated or mountainous areas and warned that flooding and landslides are possible, especially in places that already experienced significant rain in previous days.
