Floodwater has entered a hospital and forced its temporary closure as widespread flooding from back-to-back storms and the Southwest Monsoon, or habagat, affected over half a million residents in Pampanga province.

The Pampanga Provincial Government has declared a state of calamity across the entire province following severe flooding caused by successive storms and the Southwest Monsoon or habagat.

As of 8 a.m. on July 24, 2025, the Pampanga Provincial Disaster Risk Reduction and Management Office (PDRRMO) reported that more than 598,124 people from 302 barangays were affected by the flood.

One of the facilities affected was the Domingo B. Flores District Hospital in Macabebe town. Floodwater reached the corridors, patient rooms, and even the nurse station. Because of this, the provincial government shut down the hospital’s operations temporarily.

A Type 1 fixed emergency medical facility was set up at the Sto. Tomas Evacuation Center to accommodate patients from the flooded hospital and other affected residents in Pampanga’s fourth district.

Governor Lilia Pineda said they are preparing for more patients.

“Magkakaroon kami ng group chat ng Department of Health. Nagpa-prepare na ako ng mga satellite ng mga hospital. Just in case hindi magkasya, gagamitin ko ‘yung isolation, ‘yung ginamit ko noong COVID. Sa BUCAS Center maglalagay ng bed doon. Maglalagay ng doctor at oxygen,” she said.

In addition to satellite hospitals, the Provincial Health Office (PHO) conducted a medical mission for evacuees staying at the Bacolor Mini Convention Center.

“Para maiwasan po natin ang mga influenza-like diseases, cough and colds, mga respiratory diseases na nakukuha kapag magkakasama po sa isang area,” Provincial Health Officer Dr. Dax Tidula said.

The PHO also distributed anti-fungal ointments and rash creams, as evacuees often suffer from skin issues due to prolonged exposure to wet conditions in evacuation centers.
