Heavy floods continue to affect large parts of Pangasinan, including two cities and 13 towns, due to the lingering effects of recent storms and the southwest monsoon, or habagat, as of this writing.
As of July 28, 2025, Dagupan City, Urdaneta City, and the towns of Lingayen, Mangatarem, Calasiao, Sta. Barbara, Aguilar, Bautista, Binmaley, Urbiztondo, Bani, Malasiqui, Agno, Binalonan, and San Fabian remain submerged.
“Sa ngayon, naka-red alert status pa rin tayo dahil may mga flood area pa. At the same time, ‘yung sa Western Pangasinan na binayo ng Bagyong Emong,” Pangasinan Assistant DRRM Officer Avenix Arenas said.
Many roads in Daupan are still impassable. In Malued Road, floodwaters remain knee-deep.
Tricycles continue to operate despite the risk, and vendors still sell goods in flooded areas. Some residents are forced to wade through floodwaters to get around.
Along Herrero Street, vendors relocated from the flooded Malimgas Public Market area were allowed to sell.
“Di na pumupunta doon. Dito na lang namamalengke,” Norma Astadan, a resident, said.
The Pangasinan Provincial Disaster Risk Reduction and Management Office (PDRRMO) said more rains are expected due to the enhanced southwest monsoon, or habagat.
“Sa ating mga kababayan, ‘wag tayong makampante. Kailangan maging preparado tayo. Sumunod sa mga awtoridad,” Arenas said.
As of 1 p.m., the Marusay or Sinucalan River in Calasiao remained above critical level, while residents noticed slight improvement in water levels of the Pantal River in Dagupan compared to previous days.
