A 27-year-old man was found dead in floodwaters on A.B. Fernandez Avenue in Dagupan City evening on Sunday, July 27, 2025.

The victim was identified as Edmundo Magno, a resident of Barangay Pantal. According to police, he may have been electrocuted by a streetlight while walking through the flooded road.

“Base sa account ng witness natin, nakita niya na nakalublob sa tubig yung victim. Akala niya manika. Nung nilapitan niya, tao pala,” PCpt. Joy Salvador, duty officer of the Dagupan City Police Station, said.

Some witnesses tried to help Magno, but they couldn’t get close because the water was allegedly electrified.

“Base sa investigation natin, nakuryente siya sa may streetlight. Doon po nanggagaling yung ground ng kuryente,” Salvador added.

Police ruled out foul play. They noted a wound on Magno’s forehead, but said he may have hit a rock or concrete during the incident. An autopsy may be done if the family agrees.

Authorities have since coordinated with Dagupan Electric Corporation (DECORP) and other agencies to fix the electrical hazard.

Imelda Magno, the victim's mother, said Edmundo had been working as a porter at the Magsaysay Fish Market for 10 years and was the family's breadwinner.

“Masakit. Siya ang tumutulong sa amin. Kung walang pambili ng gatas ng pamangkin niya, siya nagbibigay. Tas biglang nawala yung anak ko,” she said.

The Magno family is now seeking help for his burial expenses. Edmundo was also a person with disability (PWD).
