The former head of the Office of the Building Official (OBO) in Bacolod City is under investigation for alleged extortion. 

According to the Bacolod City Legal Office, the investigation stems from a complaint filed by a businessman from Barangay Mansilingan against Engr. Isidro Sun.

The businessman alleged that Sun asked P11,000 on June 30, 2025 in exchange for an occupancy permit.

The businessman said he was set to get the permit on July 17, 2025. However, he found out that the OBO has not done reportedly a thing about the permit, and that the Local Government Unit (LGU) does not have a record of the transaction either.

“Inutusan umano niya ang JO [job order] na nag-e-encode, na i-clear or bigyan ng go signal on the part of OBO ang application of business permit. Ang complainant mismo ang nagreklamo at humingi na siya ng Certificate of Occupancy at walang naibigay,” said Bacolod City Legal Officer,  Atty. Karol Joseph Chiu.

A show cause order was issued to Sun.

Sun said the show cause order came as a surprise, as he has not been informed earlier of any complaint.

“Nagtaka ako na bigla lang akong binigyan ng show cause order. Sana ipinaalam man lang nilang may nagrereklamo,” Sun said.

He denied vehemently the allegation.

“May nakita akong hindi pagkakaintindihan. Kahit one thousand, hindi siya maganda. Ang masakit diyan, pinaratangan ako at hindi naman sa akin ang pera. I thought nakatulong ako ngunit lumalabas na ako pa ang may sala,” Sun added.

However, the City Legal Office said there are pieces of evidence against Sun.

“Oo, 11 thousand pesos. May acknowledgment receipt pa yun na ebidensya ng complainant. Nagtatawagan silang dalawa. May call log pa yun,” Chiu pointed out.

On November 2024, Sun was removed as head of OBO. However, he still works at OBO as inspector.

The LGU has refrained from disclosing additional details on the complaint while investigation is going on.
