The Environmental Management Bureau of the Department of Environment and Natural Resources-Northern Mindanao (EMB-DENR 10) has ordered all poultry operators in Alubijid, Misamis Oriental to stop their operations following a surge of complaints regarding fly infestation.

In a four-page order issued on July 31, 2025, EMB-10 said the Environmental Compliance Certificates (ECC) of all poultry projects are also suspended.

Poultry projects operating without ECCs and other permits have also been ordered to cease operations.

“ECCs of all poultry projects in the Municipality of Alubijid, Misamis Oriental are hereby suspended. Consequently, all poultry operators in the Municipality of Alubijid, Misamis Oriental are hereby ordered to cease-and-desist from undertaking any operation,” reads part of the order.

“This is without prejudice to the final resolution of the pending violation(s) subject of the issued NOVs and other administrative sanctions, as warranted,” the order added.

The local government of Alubijid is urged to take appropriate action by suspending the respective business permits of these poultry projects.

The order said several residents have filed complaints about fly infestation believed to be caused by poultry farms in several barangays, including Tapak, Sampatulog, Lourdes, and Talaba.

Subsequently, EMB-10 has issued notices of violation (NOVs) to all poultry farms for violations of Presidential Decree 1586 and its Implementing Rules and Regulations, the law that establishes the Philippine Environmental Impact Statement System, Including Other Environmental Management Related Measures.

“In order to come up with a comprehensive and lasting solution to these recurring complaints, the EMB-10 and the LGU of Alubijid, misamsi Oriental, shall jointly hold a technical conference with the concerned poultry operators at a time and place mutually agreed upon,” the order added.
