Torrential rains across Northern Luzon triggered floods in several provinces on Wednesday, August 6, 2025, leaving roads impassable, motorists stranded, and students sent home as classes were suspended in dozens of towns.

In San Fernando City, La Union, sudden downpours caused flooding in Purok 5, Barangay Sevilla around 5 p.m.

Streets filled quickly with fast-flowing water, making it difficult for residents to walk and for vehicles to pass safely.

In Pagudpud, Ilocos Norte, traffic along Pancian Road came to a standstill for nearly an hour due to strong mountain runoff that resembled a waterfall.

“’Yung nagko-connect ng Cagayan at Ilocos Norte, ‘yung Pancian access kung tawagin natin, usually, habitually prone sa landslide and flooding din ‘yan,” Director Laurence Mina of the Office of Civil Defense Region 1 said.

In Cagayan province, rain fell non-stop overnight, flooding key areas including the Bagunot-Ibulo Bridge and Masical Road in Baggao town.

“Halos magdamag ang pag-uulan kaya nakapag-accumulate ang ibang municipalities like Baggao, Enrile, Solana ng accumulated rain lang or ‘yung drainage walang outlet,” Cagayan DRRM Officer Ruelie Rapsing said.

Schools in several Cagayan towns suspended classes as a precaution, including:

  • Baggao - kindergarten to Grade 12, public and private
  • Ballesteros - kindergarten to Grade 12, public and private
  • Gattaran - kindergarten to Grade 12, public and private
  • Gonzaga - kindergarten to Grade 12, public and private
  • Solana - kindergarten to Grade 12, public and private
  • Amulung - all levels, public and private
  • Santo Niño - all levels, public and private
  • Alcala - all levels, public and private
  • Aparri - all levels, public and private
  • Camalanuigan - all levels, public and private
  • Lal-lo - all levels, public and private
  • Pamplona - all levels, public and private
  • Allacapan - all levels, public and private
  • Rizal - all levels, public and private
  • Abulug - all levels, public and private
  • Santa Praxedes - all levels, public and private
  • Santa Ana - all levels, public and private

Schools in Baggao, Solana, Enrile, and Lal-lo were partially submerged in water.

In Allacapan, barangay officials assisted students in getting home safely.

Authorities continue to warn the public of possible flash floods and landslides.
