The Municipal Hall and Sangguniang Bayan Hall of Ibajay in the Province of Aklan has implemented stringently a one-entry, one-exit policy beginning Monday, August 11, 2025.

The policy has been implemented following the shooting incident on August 8, 2025 that killed Vice Mayor Julio Estolloso inside his office.

The suspect is Councilor Mihrel Senatin.

Aside from the one-entry, one-exit policy, the Local Government Unit (LGU) has implemented additional stringent security protocols.

“All employees and guests will be checked upon entry in the municipality, likewise during sessions of the Sangguniang Bayan (SB),” Ibajay Mayor Jose Miguel Miraflores said.

In a statement by the suspect to Ibajay Police, he said he lost his temper as the vice mayor had allegedly been rude to him, especially during sessions.

“Yun po ang in-open up kanina ng ating suspect na parang iba daw yung pakikitungo sa kanya regarding sa mga nangyayari sa loob ng session hall nila,” said Ibajay Municipal Police Station Chief, Major Rajiv Salbino.

However, according to another member of the Municipal Council, the vice mayor worked professionally and that she has not seen anything wrong, or offensive, with the way the victim has treated the suspect.

“In terms sa pakikitungo ni Vice sa amin at kay SB [Member] Mihrel, wala naman kaming nakikita na mali sa pakikitungo niya dahil lahat naman kami ay propesyunal,” SB Member Joy Clarisse Briones said.

On Saturday, August 9, 2025, murder charges were filed against the suspect. It was confirmed that the 9 mm pistol he used to perpetrate the crime is a licensed gun, registered under his name.

The LGU has eyed on installing a closed-circuit television (CCTV) camera which the SB Hall does not have yet. A debriefing of personnel will also be undertaken, the LGU has mulled.

The family of the suspect has not issued a statement yet on the incident, while the vice mayor’s wife demanded justice for his death.

“Ina-ano namin na mabigyan ng hustisya. Gagawin namin ang lahat nang pamamaraan, hindi pwedeng makalusot siya sa ginawa niya,” Arlynn Estolloso, wife of the vice mayor, said.

On Sunday, August 10, 2025, the remains of the vice mayor were taken to the Municipality of Banga, Aklan. The body is set to be taken back to Ibajay prior to interment.

Meanwhile, Councilor Nestor Inocencio was sworn into office as the new vice mayor of Ibajay.
