A netizen in Tacloban City captured on video the occurrences of three dust devils.
The incident happened in Barangay Bagacay about 10 a.m. on August 11, 2025.
According to Jojemee Esperas, the netizen, she was waiting for the bus to arrive when a dust devil formed suddenly.
She missed the first one, she said, as she was startled by the event, but she was able to record the three succeeding occurrences.
According to Engr. Jhomer Eclarino, PAGASA Visayas weather specialist, confirmed that the whirling wind in the video is a dust devil.
Eclarino said that dust devils form in areas that experience hot, sunny days, or where the ground gets patches of heat.
The warm air from the ground has the tendency to go up and move in a circular motion, absorbing dust.
Based on data from PAGASA Visayas, the temperature in Tacloban City on August 11, 2025 reached 27°Celsius and the heat index was forecast at 30.9°Celsius.
PAGASA clarified that the phenomenon is not a tornado, or a “buhawi,” contrary to common impression.
He said that tornados could reach an intensity of 450 kilometers per hour (kph), stronger than a supertyphoon, while dust devils can reach up to 60kph.
