While the Department of Public Works and Highways (DPWH) said that the awarding of flood control projects to contractors went through the appropriate process, the agency admitted there are still plenty of areas in Cebu that continue to experience massive flooding.

Among these areas are A.S. Fortuna Street in Mandaue City, causing agony repeatedly to the public.

According to Engr. Danilo Villa, DPWH 7 director, they are coordinating with the Local Government Unit (LGU) of Mandaue City to come up with a concrete solution to the problem.

Villa said they have tight coordination with the LGUs.

Earlier, Cebu City Councilor Dave Tumulak alleged that DPWH has no proper coordination with the LGU of Cebu City in implementing their programs.

Villa replied by pointing out that the awarding of projects to contractors went through the stringent bidding process, including the awarding of multibillion-peso fund to the contractor, which includes Cebu-based QM Builders mentioned by President Ferdinand “Bongbong” Marcos, Jr.

The fund for the 10,000 flood control projects nationwide is pegged at P545 billion.

A total of 414 of these projects is in various locations in Cebu.

The President mentioned QM Builders which has over 400 projects.

As of this writing, GMA Regional TV Balitang Bisdak has tried to get a statement from the management of QM Builders.

Villa pointed out that aside from QM Builders being a qualified contractor, it has a “good track record,” on projects handled for the agency since SuperTyphoon Odette hit Cebu in December 2021.

In Central Visayas, a total of 576 projects was completed, while 382 projects are set for completion with an allocation of P73 billion.
