A flashflood turned streets into raging streams in Barangay Masarawag, Guinobatan, Albay, afternoon on Wednesday, August 13, 2025.

Video footage from resident Darwen Ocampo Gomez showed strong floodwaters rushing through the road, which looked like a river.

“Ganito palagi sa amin dito sa [Barangay] Masarawag, Guinobatan, Albay Mayon Unit po,” Gomez said. 

“Yung nakikita [niyo] po [na] baha [ay] galing po siya sa Mt. Mayon, may kasama na po sya lahar,” he added.

Gomez also shared that the rain started at around 1:34 p.m. and lasted until 3 p.m., and has since slowed down.

Albay Representative Adrian Salceda said he has already coordinated with the Department of Public Works and Highways (DPWH) 3rd District for a rapid assessment to determine urgent safety measures for nearby residents.

He also said that equipment from the DPWH will be deployed to affected areas as soon as possible to clear the road, especially in Guinobatan Mayon Unit.

Salceda added that his office has coordinated with the Guinobatan Municipal Disaster Risk Reduction and Management Office (MDRRMO) and is preparing food packs from the Department of Social Welfare and Development (DSWD) for distribution to affected families.

“Safety first po kita… Padagos po kitang nakabantay. Zero-casualty po an goal ta,” Salceda said in a Facebook post.

Authorities urge residents to stay away from river channels and evacuate if they live near them.
