At least 70 households, or approximately 250 individuals, were affected by a flood that hit an upland barangay in Talisay City, Cebu.

In a video taken by a resident of Purok Bamboo, Barangay Manipis afternoon on August 12, 2025, raging floodwaters poured onto a mountain road that connects Talisay City to the midwest section of Cebu Province.

Floodwaters carried debris such as gravel, sediment, and mud onto the Talisay-Toledo Wharf Road in the area.

The video showed how vehicles maneuvered with difficulty past the road.

Floodwaters affected houses by the roadside.

The incident happened past 2 p.m. during a heavy rainfall.

Residents said that the flooding spanned over an hour, and subsided eventually.

On August 13, 2025, at past 10 a.m., GMA Regional TV Balitang Bisdak chanced upon residents who were still cleaning up their houses, removing debris.

The residents expressed worry over the stability of the ground where their houses are built.

According to Manipis Barangay Chairman Antonio Jaberina, a total of 70 households from five sitios (sub-villages) has been affected.

The worst hit are residents particularly in Puroks Bamboo and Kaimito where an estimated 250 individuals were affected.

The flooding on August 12, 2025 is the third incident since October 2024. The second incident was in July 2025.

Clogged drainage structures that the Department of Public Works and Highways (DPWH) and the contractor failed purportedly to maintain are seen to have caused the flooding.

In fact, on July 18, 2025, barangay officials themselves pursued a cleanup of drainage canals. However, the initiative was started in one sitio only, Jaberina said.

Jaberina underscored that since October 2024 to July 2025, Barangay Manipis requested about five times already for a proper drainage project.

According to Engr. Christian Bernido, DPWH 2nd Engineering District maintenance point person, that they facilitated regular cleaning of canals for the Talisay-Toledo Wharf Road.

A clearing operation was done morning on August 13, 2025 to remove the debris carried by the flood.

Expansion of the drainage system in the area is likely to start in 2026, Bernido added.

The Talisay City Social Welfare and Development Office has checked the affected families for relief assistance.
