Investigation is underway on an incident involving a 21-year-old student who was caught on closed-circuit television (CCTV) camera hitting a six-year-old boy inside an Internet café in Mandaue City.

The video on the incident spread on social media that alarmed a city councilor.

In a session on Monday, August 18, 2025, the City Council passed a resolution addressing the incident.

The incident happened in Barangay Looc, Mandaue City reportedly about a week ago.

The video showed of a student-customer who suddenly stood from his cubicle and whacked the boy. The boy fell on the floor.

In another picture posted by a netizen, it was indicated that the boy sustained a wound on the forehead.

According to the uploader of the photographs, the child went inside the Internet café and took a look around. But the student, who was still in his school uniform, hit the boy suddenly.

Councilor Jennifer del Mar, who pushed for the resolution, said she is startled by the incident.

“Of course, as a mother no, sakitan ta magtan-aw sa bata nga giingon ana bitaw and perhaps sa kadto sab, dako na sab to’g edad bataa, 21 naman to nanapak, ganahan ko makadungog sa iyang side sa story what really happened,” del Mar said.

The resolution approved by the entire council called on the Philippine National Police (PNP) to delve into the real cause of the physical blow. 

“I want to have a closer investigation about adtong bata ba nga nadapatan og estudyante. The video has been trending so we need answers ba, and also we don’t tolerate this kind of action sa atong siyudad,” del Mar pointed out.
