Despite the hot weather in Dagupan City, residents are dealing with floods caused by high tide that inundated parts of the city's main roads and communities almost daily.
Flooding usually starts at dawn at lasts until midday, but it can stretch into the afternoon when heavy rain coincides with the tide.
For small business owners like Elma Agilon who owns a small eatery the recurring floods means lost income.
“Sobra kaming apektado sa halip sa umaga kasi meron kaming mga customer na kakain pero hindi makahinto dahil baha. So wala, walang kita. Gawat na nga, lugi negosyo pa,” Agilon added.
The Public Alert Response and Monitoring Center (PARMC) of the City Disaster Risk Reduction and Management Office said the flooding is tied to lunar activity.
“Dahil ‘yan sa tinatawag na paglaki ng buwan, ‘yung magpu-full moon kasi. So may lunar event na nangyayari kaya ‘yun ang nagiging effect natin sa mga lowlands,” Danlor Hidalgo, Technical Support staff of PARMC, said.
Based on the city's tide watch, water levels peaked at 1.23 meters around 7 a.m. on Wednesday, August 20, 2025.
Traffic flow is also affected as some vehicles stall in the floodwaters, causing congestion in already busy streets.
