A resident of Dumanjug town, Province of Cebu was punched and slapped by the municipal mayor for alleged involvement in online sexual abuse and exploitation of children.
It was learned that the resident is a relative of the mayor.
The incident was put on video by Dumanjug Mayor Efren Guntrano (Gungun) Gica himself and posted on his official social media account.
Gica said he has no regrets over what he did and will face an investigation by the Commission on Human Rights (CHR).
The video was posted noontime on August 19, 2025. Gica confirmed that the man in the video is a relative.
It was learned that on that day, a couple visited the mayor in his residence to purportedly ask for help to clear their names from the accusations. However, there was already an order from Gica on August 18, 2025 to have the couple arrested based on a complaint raised by an 11-year-old girl.
The girl reportedly told a municipal social worker that she was used by the couple in online pornography spanning a year already.
Further, the woman in the video admitted using the girl in cyberpornography which got the ire of the mayor. He punched the man on the left side of his body.
“[Expletive, expletive], nagpakaulaw man ka [expletive],” the mayor was heard in the video.
Aside from using children, the woman said she would pose nude before the camera in exchange for P5,000 to P20,000 from foreigners per session.
As the mayor proceeded with his interrogation, the man owned up to child molestation. But he could not answer the mayor’s question on the number of times he touched the child.
With this, the mayor flared once more. He warned the man he would be punched again.
Later, the mayor moved to slap him.
After the couple’s arrest, two more children reportedly sought assistance at the Municipal Social Welfare and Development Office.
The incident is already under further investigation.
In another social media post, Gica said he is not afraid to get blood on his hands. What is most important to him now, he stressed, is to end crimes against children.
The incident has already reached CHR 7 that is determined to conduct its probe.
Gica replied he is prepared to face the investigation, emphasizing he has no regrets over what he did.
As of this writing, GMA Regional TV Balitang Bisdak has tried getting the side of the suspects now under the custody of the Dumanjug Police.
