A portion of a sheet pile of a flood control project in Mandaue City has collapsed.
The sheet pile of a retaining wall of a flood control project in Zone Talong, Barangay Paknaan collapsed on August 26, 2025.
The collapse was reportedly due to raging floodwaters brought about by days of persistent rainfall in Cebu, according to the Department of Public Works and Highways (DPWH) Cebu 6th District Engineering Office.
GMA Regional TV Balitang Bisdak checked the location, but no workers or officials of the contractor was in the area to shed light supposedly on the incident.
But based on observation, the sheet pile is made of PVC (polyvinyl chloride) material with steel bars and concrete material.
The broken section of the PVC sheet pile lay scattered on the Butuanon River.
Based on DPWH data, the project commenced on July 9, 2019, with a revised expiry date on July 1, 2020, and an allocation of P46 million.
The project has a width of 416 meters, but the 130 meters have been observed to be tilting and with broken portions.
Residents in the vicinity of the said flood control project expressed worry that the collapsed sheet pile would cause severe flooding.
Hanna Nasuli, a student, said that flooding has made their life miserable. But the repeated flooding due to sloppy work on flood control structures is their "calvary."
Nasuli said they have no other option but to wade in waist-deep floodwater.
Through a memorandum of DPWH Cebu 1st Engineering District on August 26, 2025, it was learned that about 130 meters were misaligned and tilted on the left side of the outlet for water discharge at the back portion of the PVC sheet piles that resulted in structural instability.
As the Butuanon River spilled, the structure gave way as it apparently could not hold the pressure. Following this, the DPWH ordered the clearing of tilted structures to avert any untoward incident.
A repair based on approved design specifications was further ordered, as well as the implementation of preventive masures to restore structural stability and ensure long-term flood protection.
GMA Regional TV Balitang Bisdak coordinated with DPWH to get the address of the contractor, but the news team has not received a reply yet, as of this writing.
Atty. Sally Malig-on, Mandaue City administrator, pointed out that the flood control project is not an initiative of Lone District Rep. Emmarie (Lolypop) Ouano-Dizon.
Malig-on is Dizon's former chief of staff in Congress.
Following the incident, the City Hall has mulled on conducting an ocular inspection on other retaining walls to assess stability.
Meanwhile, a concerned citizen, identified as Edward Ligas, sent a letter to the Senate urging an inquiry into flood control projects in Mandaue City and the Province of Cebu.
