Iloilo City Mayor Raisa Treñas will send a letter to Department of Public Works and Highways (DPWH) Secretary Vince Dizon on her planned halting of ongoing projects in the city under Discaya-owned construction firms, following revocation of the contractor's licenses by the Philippine Contractors Accreditation Board.

“Since ni-revoke, ipapatigil rin natin dito sa lungsod ang lahat na ongoing projects. We will ask the guidance of DPWH if pwede on our end, mag-i-issue tayo,” Treñas said.

Based on the status report of DPWH-Iloilo City District Engineering Office (ICDEO), submitted to the Local Government Unit of Iloilo City, as of July 31, 2025, there are at least seven flood control projects handled by construction companies owned by the Discaya family.

These projects are in Bo. [barrio] Obrero, Lapuz District; Barangay Tacas, Jaro District, and Barangay Mohon, Arevalo District.

Other projects include installation of supposed road safety facility at the Iloilo-Antique Road by the Saint Gerrard Construction General Contractor & Development Corporation worth over P39 million.

DPWH 6 has conducted an inventory of projects in Western Visayas by Discaya-owned construction firms set for contract termination, and has prohibited the awarding of other questionable projects.

“Magre-request na lang tayo ng budget sa susunod. I-assess yun kung magkano ang dapat bayaran sa kaniya from the date na hindi pa siya nare-revoke. On the date of the revocation, cancel na o terminate na,” said Engr. Joel Limpengco, DPWH 6 director.

Meanwhile, Treñas has considered the flood control projects of DPWH-ICDEO a “failure,” after an ocular inspection done at Buntatalâ Creek.

“Ang isa doon sa Barangay Tagbac, it was supposed to be a bike lane and access road, but pagdating sa dulo, dead end. Papa’no magiging flood mitigation na mas malawak pa yung access road kesa creek,” Treñas pointed out.

In addition, the drainage project in Radial Road in Barangay Lanit, Jaro is found uncompleted.

“Kung matapos na hanggang sa Lanit proper, maiibsan na ang baha sa Tagbac portion. Ang area na natapos nila is (Barangay) Camalig portion pa lang,” said Simplicio Subaldo Jr., former barangay chairman of Lanit, Jaro.

GMA Regional TV One Western Visayas sought a statement from Iloilo City Lone District Representative Julienne Baronda on the issue. In her reply, through a text message, she said that Roy Pacanan, DPWH-ICDEO district engineer, will conduct a press conference.

However, she did not mention the schedule of the said presscon.

Earlier, Pacanan tendered his courtesy resignation based on the order of Dizon while investigation on anomalous flood control projects is ongoing.
